Carol R. Miaskoff Appointed as Legal Counsel

WASHINGTON – U.S. Equal Employment Opportunity Commission (EEOC) Chair Charlotte A. Burrows has announced the appointment of Carol R. Miaskoff as the agency’s legal counsel. Miaskoff previously served as the EEOC’s associate legal counsel and has been serving as acting legal counsel since February 2021.

In announcing this appointment, Chair Burrows said, “Carol Miaskoff’s deep legal experience, unfailing counsel, and vision have already benefitted the agency tremendously, and I am delighted that she will be at the helm of Office of Legal Counsel. Her unwavering commitment to the agency’s mission and all its stakeholders will continue to serve the EEOC well as we work to prevent and remedy workplace discrimination.”

In the course of her distinguished career at the EEOC, Miaskoff has staffed and supervised major regulatory and policy projects in several administrations and under all the statutes enforced by the EEOC.  She provided leadership in shaping the EEOC’s responses to the employment consequences of the September 11, 2001, attacks, the 2009 influenza pandemic, and the COVID-19 pandemic.  She also has ably represented the EEOC’s interests across government and with other departments and agencies that regulate the workplace.    

The EEOC’s Office of Legal Counsel (OLC) provides legal advice to the Chair and the Commission on a wide range of substantive, administrative, and procedural matters.  Additionally, OLC is responsible for developing Commission rules and guidance under the Americans with Disabilities Act, Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act, the Equal Pay Act, and the Genetic Information Nondiscrimination Act.  OLC also manages the EEOC’s Freedom of Information Act (FOIA) program.

Miaskoff graduated from Harvard University, with a concentration in psychology and social relations, and from the George Washington University Law School, with high honors.  In the community, she has guest-lectured at an undergraduate class on Women in the Law at Georgetown University.
