Summary: In an effort to fight against the COVID-19 pandemic, while recognizing that the government must not hinder the delivery of essential services nor the ability of the market place to provide essential goods and services, St. Charles County Executive Steve Ehlmann issued a Stay at Home Order (the “Order”) which took effect March 24, 2020 at 12:01 a.m. The Order is one of the least restrictive Stay at Home or Shelter in Place orders recently issued by other cities, counties, and states. The Order recognizes that the economy is better protected when the public health impacts of a pandemic are minimized while simultaneously protecting the businesses the citizens require for services, health, nutrition and employment.

Jefferson County, Missouri Issues Stay at Home Order for the Period of March 24, 2020 through April 23, 2020
On March 23, 2020, the Jefferson County Executive and the Jefferson County Health Department Director issued a joint “Stay at Home” Order to prevent the spread of COVID-19 (the “Order”), with key components allowing residents to be able to perform a variety of tasks and permitting a wide variety of businesses to remain open. The Order includes a very extensive “Frequently Asked Questions” section in order to assist in interpretation.
Georgia and the City of Atlanta Issue Separate 14-Day Restrictions Ordering Certain Residents to Stay at Home in an Effort to Reduce the Spread of COVID-19
On March 23, 2020, the State of Georgia and City of Atlanta issued two separate orders aimed at reducing the spread of COVID-19 across the state over the next 14 days. First, Governor Brian Kemp issued a “shelter-in-place” order (“State Order”) requiring certain individuals with an “increased risk of complications” from COVID-19 to shelter in place in their homes. This group includes individuals who are living in long-term care facilities, have chronic lung disease, are undergoing cancer treatment, have a positive COVID-19 test, are suspected of having COVID-19 because of their symptoms and exposure, or have been exposed to someone who has COVID-19. The State Order also closes bars and nightclubs across Georgia, and bans all gatherings of 10 or more people, unless six feet can be maintained between individuals at all times. The State Order is effective from 12:00 PM on March 24, 2020 through 12:00 PM on April 6, 2020.

On March 22, 2020, the mayor of Philadelphia issued an Emergency Order temporarily prohibiting operation of non-essential businesses and congregation of persons to prevent the spread of Covid-19, updating and extending his Order of March 17, 2020, and mandating all Philadelphia residents to stay at home except for limited purposes. The Order goes into effect at 8:00 a.m. on Monday, March 23, 2020, and remains in effect “indefinitely.” The mayor’s March 17 Order was set to expire on March 27, 2020.
Ohio Stay At Home Order, Effective March 23 – What It Means for Employers
On Sunday, March 22, 2020, Ohio Governor Mike DeWine announced that Ohio’s Director of the Department of Health, Dr. Amy Acton, signed an Order requiring all Ohio residents to “stay at home or at their place of residence,” except as allowed by the Order. On March 22, 2020, Dallas County Judge Clay Jenkins issued a “shelter in place” order (“Order”), available here, for individuals residing in Dallas County, Texas, effective as of 11:59 p.m. on March 23, 2020, and continuing until 11:59 p.m. on April 3, 2020. The owner, manager, or operator of any facility or business that is likely to be impacted by the Order is strongly encouraged to post a copy of the Order onsite and to provide a copy to any member of the public requesting one.
