COBRA Subsidy-End of employment by contract

Will an employee be eligible for the COBRA subsidy when a contract term expires? Is this an “involuntary termination?”

Found the answer in the IRS bulletin. The answer is that it is an involuntary termination if the employee would enter into a new contract if it is offered.
