Bill Blackie is Of Counsel in the Cleveland office. His practice is concentrated in the areas of municipal, public and school law as well as labor and employment litigation. His focus is the wide array of labor and employment law issues unique to the public sector. Bill has developed a particular interest in and has successfully negotiated many public employment collective bargaining agreements using traditional, interest based and modified interest based approaches. He represents public employers before the State Employment Relations Board in cases of impasse, representation and mediation and also regularly appears on behalf governmental entities before many other public administrative and judicial bodies including the Ohio Civil Rights Commission, Board of Tax Appeals and the Board of Elections. He frequently advises governmental entities with their public improvement projects, including prevailing wages, competitive bidding and project labor agreements. Bill assists public sector clients with regular preventive and best-practices consultation designed not only to navigate complex employment and labor issues generally but to address conflicts, ethics, freedom of speech, constitutional rights, and other matters germane exclusively to public employers and their employees.
