Mr. Brooks provides advice, counsel and litigation support to management clients on all aspects of employment law.  He has over 28 years of practical experience in employment law in both private and corporate practice environments representing defendants in litigation, has also conducted hundreds of management seminars and litigated, arbitrated, and mediated employment law issues including discipline and discharge, discrimination, sexual harassment, and employee substance abuse.

Mr. Brooks has practiced with law firms in Maryland and Florida and for many years was assistant General Counsel with a Fortune 100 company.  He began his professional career as a Detective with the Baltimore City Police Department.

Mr. Brooks is an arbitrator with the American Arbitration Association (AAA) and has either arbitrated or mediated over 100 cases relating to employment and commercial matters.  He has served as a court appointed mediator in over 75 cases., Mr. Brooks also serves clients as follows:

  • Assists management clients with respect to employment policies and procedures, employee handbooks, employee drug issues, discrimination complaint resolution, employment and executive contracts, reductions in force, collective bargaining, union relations, and government investigations.

  • Represents employers defending claims of employment discrimination before the Labor Department, Department of Defense, EEOC, Office of Federal Contract Compliance Programs, Maryland Commission on Human Relations, National Labor Relations Board, and Florida Human Relations Commission.

  • Has personally investigated over 1,500 discrimination complaints and represented clients concerning them.
