Joseph F. Quinn's concentrates his practice in the areas of collective bargaining and labor arbitration, employment counseling and employment litigation. He represents both public and private-sector employers in a wide range of labor-management affairs including representation cases, contract negotiations and interest and grievance arbitration.

Joseph was an attorney with Klett Rooney Lieber & Schorling when it joined Buchanan in 2006.
Joseph has represented employers in matters before mediators, fact-finders and arbitrators as well as in federal and state administrative agencies. His practice includes litigation of labor-management disputes at the trial level in federal and state courts as well as in the appellate courts. He also has experience in matters related to collective bargaining for public sector employers, including the use of interest arbitration for police, fire, prison guard and court-related bargaining units.

With regard to counseling, his practice includes advising clients in employment-related areas, ranging from major acquisitions or reductions in force to decisions involving day-to-day counseling and/or discipline of individual employees. This day-to-day counseling also includes advice on compensation-related issues and federal or state audits of pay practices; the drafting or reviewing of applicable employment policies, handbooks, employment agreements and severance packages; and the training of managers and supervisors on how to avoid charges of unlawful harassment in the workplace, as well as how to investigate allegations of wrongdoing and handle claims as they arise. Joseph is also called on to advise employers on issues related to the protection of trade secrecy, intellectual property agreements and covenants not to compete.

Joseph represents employers in a variety of jurisdictions and a wide range of litigation matters, including matters involving ERISA, Title VII of the Civil Rights Act, FMLA and ADA. He has experience in representing clients before both the National and the Pennsylvania Labor Relations Boards, as well as before the U.S. Department of Labor and the Pennsylvania Department of Labor and Industry, and the Equal Employment Opportunity Commission and the Pennsylvania Human Relations Commission.

Joseph is a frequent commentator and lecturer on matters related to labor and employment law.
