Thomas M. Tammany(Shareholder)Buchanan Ingersoll & Rooney PC Lawyer Profile Thomas M. Tammany is a shareholder with Buchanan Ingersoll's Philadelphia office. He chairs the firm's Healthcare Law Group nationwide and is the head of the Group in Philadelphia as well. Having spent several years with two large health systems, Tom possesses a particular insight into the often inter-related challenges that confront health systems today. This insight, combined with over 20 years of legal experience, enables him to help clients find practical and legally sound solutions in the transactional, regulatory and compliance areas, including mergers and acquisitions, corporate restructurings and divestitures, joint ventures, fraud and abuse/Stark, and healthcare information technology and outsourcing matters. He also has significant experience in the areas of labor and employment, managed care, corporate and governance issues, medical staff/credentialing, patient care and various other issues that impact the operation of hospitals and healthcare delivery systems. Prior to joining Buchanan Ingersoll, Tom was chief counsel of the University of Pennsylvania Health System. In this role, he was responsible for the legal affairs of one of the region's leading academic healthcare delivery systems, with approximately $2 billion in annual revenue, and management of one of the largest health system legal offices in the area. He provided strategic legal guidance to senior management and handled a number of major transactions directly, including the acquisition of Pennsylvania Hospital, Presbyterian Medical Center and Phoenixville Hospital. Tom was previously associate general counsel of the Main Line Health System, Inc. in Radnor, Pa., a major nonprofit health system, which is now part of the Jefferson Health System. He practiced with a leading labor and employment law boutique before concentrating in healthcare. Some of Tom's recent representations include: Representing a leading academic medical center in its negotiation of an enterprise-wide, multimillion-dollar Picture Archival and Communications System (PACS) agreement. The PACS enables the health system to provide cutting-edge digital imaging of patient radiology and other tests to all participating physicians. Serving on the team that negotiated a system-wide, comprehensive IT outsourcing agreement for a nationally renowned academic health system. Prior to entering private practice, Tom served with distinction in the U.S. Army Judge Advocate General Corps where he received the Meritorious Service Medal and the Army Commendation Medal. He was also a member of the elite U.S. Army Rangers. A native of the Philadelphia area, Tom is active in the community. He is responsible for the pro bono program of the Philadelphia office and actively participates in the Volunteers for the Indigent in Philadelphia (VIP) program. He is also a past board member of the Pennsylvania Society of Healthcare Attorneys. Tom is a frequent speaker at programs sponsored by the Pennsylvania Bar Institute, American Health Lawyers Association, National Association of College and University Attorneys and other organizations. He has been a guest lecturer at the Villanova University School of Law and the Wharton School of the University of Pennsylvania. He was on the adjunct faculty of St. Joseph's University, where he taught healthcare law for a number of years, and was selected as an "Up and Coming Leader" in Who's Who in the Delaware Valley.
