He received his J.D. degree from the University of South Carolina School of Law in 1979 and an LL.M. degree in Labor Law from the George Washington University National Law Center in 1985. Before entering private practice, Mr. Phinney served as a law clerk to United States District Judge Clyde H. Hamilton.
