Simone R.D. She has represented mid-sized and large corporations headquartered in the U.S. Virgin Islands, the United States, and Europe, in a wide range of complex matters involving premises liability, products liability, professional negligence, and discrimination, as well as in disputes concerning the obligations of parties to commercial leases and other agreements. In addition, she has represented corporations seeking injunctive or declaratory relief regarding the application and constitutionality of regulatory and revenue generating statutes affecting their operations, and she has counseled clients involved in simultaneous proceedings in the U.S. Virgin Islands and other jurisdictions. Ms. Francis is admitted to practice before the federal and territorial courts in the U.S. Virgin Islands, and she also is admitted to practice before the U.S. Courts of Appeals for the Third and Sixth Circuits. In addition, she frequently appears before administrative tribunals, where she has represented clients in environmental enforcement proceedings and in a variety of matters pertaining to land use regulations.
